No, it can not.  Unfortunately Citizens doesn't have any integration set up to accept an application upload.  You will need to print the Applications and either fax or email them to Citizens to get them bound for rates prior to 1-1-2014 for Multi-Peril and 2-1-2014 for Wind only.

All new business starting 1-1-2014 for Multi-Peril and 2-1-2014 for Wind only, must be submitted on the Citizens website.
