This change was posted to TurboStorm on 5/9/2011.  Any quotes entered in the program prior to that date will rate with the reduced surcharge once you pull up the quote and rate it.  You do not have to enter the quote new.  The program will look at the effective date of your quote to determine when new rates, removed surcharges or reduced surcharges will apply.
