Citizens manual doesn't fully define this credit other than whether it is ISO approved or not on Page 22 of the Rating section in the Commercial Residential Multi-Peril Manual.  You can still get a credit if is not ISO approved, however not as much of a credit and the Sprinkler Leakage exlusion must be selected.  See the reference below on this credit:
