The Market Equalization surcharge ran for 1 year starting 7-1-07 through 6-30-08.  Any quotes entered into TurboStorm with an effective date of 7-1-08 the surcharge was no longer applied to quotes.  We left the text with no premium since Citizens has done this before, removed it and then added it back on at some point.
