The Assigned To field allows you to "assign" a quote to a user.  This assignment is simply for reporting purposes only.  You can determine who has what quote assigned to them by running a Basic Report.

In the event you do not wish to use this field, you do have the option of hiding it all together in Preferences > Agency > Quote Entry - and set Hide Assigned to field to Yes.
