Sometimes Progressive will request "Additional Verification" prompting a user to quote directly with Progressive.

This is not an error, but rather a request from Progressive's servers.  ITC is working with Progressive to minimize the number of times this happens.
As this is a real-time response from Progressive's servers, ITC has no way to force a rate with Progressive once this happens.  For any complaints
about this issue, please contact your Progressive Account Representative.
