Agency Admins can allow Standard/Restricted Users access to Basic Reports via Preferences.  To do this:

1. Go to Preferences in the upper right of TurboRater.
2. Then select Agency.
3. Click on the Permissions box.
4. Now select "Can Access Basic Reports" under Restricted/Standard Users.
5. Click on the Save button, and then hit the Close button.
   
   This can only be done by Agency Admins.
